In Tenement (1985), a street gang seeks revenge on the residents of a Brooklyn apartment building after they call the cops to arrest the gangsters for squatting. In Don't Go In The House (1980), a serial killer hangs women upside down and sets them on fire.

A snuff filmmaker is arrested, but who's filming a girl being held captive in a closet? My guess: R. Kelly.
